| DUTIES: | Position Title: Facilities Manager of Animal Care General Purpose: Under general supervision of Director of the Department of Comparative Medicine (DCM) at the New York State Psychiatric Institute (NYSPI), with latitude to exercise discretion and independence, the Facilities Manager of Animal Care oversees the operations staff of DCM's facilities of animal care, including animal orders, husbandry, sanitation, materials management, budgets. The Facility Manager ensures compliance of DCM with State and Federal animal welfare regulations, and NYSPI's institutional policies of animal care and use. Essential Duties: 1. Establish priorities, supervise and coordinate functional activities of staff as defined by the DCM's Director. 2. Establish priorities, supervise staff and coordinate animal husbandry, sanitation and materials management activities within designated DCM animal facilities. 3. Recommend new hires, transfers, promotions and terminations of staff. Initiate and conduct disciplinary actions. Engage NYSPI's Human Resource as needed and required. Identify and promote training and staff development. Prepare and deliver performance evaluations. 4. Develop, maintain and adjust staff schedules, work assignments, work process methods and metrics to enhance effectiveness, efficiency and fiscal responsibility. Manage overall efficiency and assurance of quality of work of staff. Formulate and implement procedures to enhance efficiency, consistency and effectiveness of the operations within the unit and across units. Determine and arrange for adequate staff coverage. Oversee submission of personnel time keeping records. 5. Provide for environmentally safe conditions in accordance with applicable, state and federal regulations, as well as department's policies to include the care of animals. 6. Ensure a work environment that fosters conflict resolution, employee participation, problem solving and the flow of new ideas, equality, open communication and continuous learning. 7. Recognize normal and abnormal behavior, well being, distress and diseases of animals. 8. Communicate with DCM Managers and Veterinarians. Recommend plans for implementation of managerial strategies, and directives to rectify deficiencies. 9. Analyze animal-related research project requests, assess investigator requirements, and determine best methods of operations and animal space allocation. Advise and counsel investigators on service issues and/or conflicts that may arise between them and DCM. Act as a liaison between investigators, their staff, and DCM Senior Management. 10. Develop contingency plans for scheduled and unscheduled interruptions to husbandry and sanitation operations. Oversee implementation of DCM Business Continuity Plan of the work unit. 11. Manage staff in other DCM work units on weekends, and holidays. 12. Exemplify flexibility by accommodating extra duties, special projects and changes to unit structure, as needed by the Department and as directed by DCM Senior Management. 13. Ensure compliance of DCM with State and Federal animal welfare regulations, and NYSPI's institutional policies of animal care and use. 14. Recognize and report non-compliant animal care and use issues. 15. Provide time sensitive written response and implement corrective actions based on quality control reports, field assessments and facility inspection deficiency notifications. 16. Develop and manage DCM operating budget. Oversee purchasing of animals, equipment, and supplies. Provide input into decisions regarding budget allocation, utilization and purchasing of capital equipment. |
| EDUCATION: | Bachelor's Degree in relevant technical field and five to ten years of related technical experience, or an equivalent combination of education and experience. |
| TRAINING & EXPERIENCE: | Preference given to candidates with: 1. Certification by the American Association of Laboratory Animal Science. 2. Advanced degrees. The successful candidate must have excellent oral and written communication skills and the ability to communicate effectively with all organizational levels as well as developed organizational and management skills. |
