The PHS 398 and 2590 forms and instructions have been revised. Please see the following NIH Notices issued 11/02/04:

Revised PHS 398 (DHHS Public Health Service Grant Application) Now Available (NOT-OD-05-006)
The new PHS 398 forms will be accepted for submission/receipt dates on or after December 1, 2004.
All applications received on or after May 10, 2005 must use the new instructions and forms.
During the transition period, applications using the previous (rev. 5/01) version of the PHS 398 will be accepted through May 9, 2005.
After this date, applications must use the new (rev. 9/04) PHS 398 forms or they will be returned to the applicant.

Revised PHS 2590 (Non-Competing Grant Progress Report) Now Available
(NOT-OD-05-007)
Progress Reports using the new (rev. 9/04) PHS 2590 forms will be accepted immediately.
All progress reports received on or after May 1, 2005 must use the new version.
SUPPLEMENTS
TO PROMOTE REENTRY INTO BIOMEDICAL AND BEHAVIORAL RESEARCH CAREERS
The NIH has announced a continuing program of administrative
supplements to existing NIH research grants to support women and men with
high potential to reenter an active research career after taking time off to
care for children or attend to other family responsibilities. This PA
supports full-time or part-time research by such individuals in a program
designed to bring their research skills and knowledge up to date, and help
make them competitive for career development awards, research awards, or
other forms of independent research support.

The
NIH has revised its policy on direct cost limitations on solicited
applications. Applications in response to PAs and RFAs published after April
30, 2004 that include a limitation on direct costs are to exclude from that
limit the facilities and administrative (F&A) costs requested by consortium
participants.

REVISED NIH POLICY ON SUBMISSION OF A REVISED (AMENDED) APPLICATION
The NIH has changed its policy regarding resubmission of
(a) RFA applications,
(b) investigator-initiated applications that are subsequently resubmitted in response to an RFA, and
(c) applications with a changed grant mechanism.
The following policy changes are effective for applications submitted on or after May 10, 2003.
- Unfunded RFA applications may not be resubmitted in response to the RFA, unless the RFA indicates otherwise. The resubmission, if there is one, must be in the form of a NEW application, and it must not include an Introduction.
- Unfunded unsolicited applications that are resubmitted in response to an RFA must be prepared as NEW applications.
- Unfunded applications that were reviewed for a particular grant mechanism (for example, R01) that are to be resubmitted using a different grant mechanism (for example, R03) must be prepared as NEW applications.
The new policy enables applicants to derive full benefit from the NIH policy allowing two revisions within two years. Please see the following link for details.
